Short answer
In QIPDesk, Service Admins and Service Managers can complete and edit the whole QIP. Team Members can view most sections in read-only mode but cannot edit. Head Office users can monitor QIP progress across services but cannot edit a service's QIP from Head Office. The QIP Overview and Service Details Report are Admin and Manager only — Team Members cannot open them at all.

How Head Office access works
Head Office Super Admin and Admin Deputy can view aggregate QIP data and drill into any enterprise service. Head Office Area Managers can only see and drill into the services they have been assigned to. Head Office users monitor and oversee the QIP — all editing is done by the service's own Admin and Manager from within their QIPDesk sections.
What Team Members can and cannot do
Team Members can view Laws & Regulations, NQS key practices, QIP goals, evidence, files, and notes, which keeps staff informed about the service's QIP. Team Members cannot change any status, enter or edit text, attach evidence, write notes, create goals or action plans, use the AI mentors, or download reports. Team Members also cannot open the QIP Overview/Summary page or the Service Details Report at all.
